E-Bike and Lithium-Ion Battery Fire Signage for Apartments, Campuses, and Property Managers

The fastest-growing residential fire hazard in the country charges next to the front door.

Lithium-ion batteries in e-bikes and e-scooters fail differently from anything property managers have dealt with before. A damaged, counterfeit, or overcharged battery goes into thermal runaway: it heats itself, vents flammable and toxic gas, and ignites in seconds with a jet of flame rather than a smolder. It cannot be reliably extinguished with a hand extinguisher, it can reignite after it appears out, and it is usually parked in a hallway or beside the exit, which is precisely the path residents need to escape.

How bad it got

New York City's fire department recorded more than 200 lithium-ion battery fires in each of 2022 and 2023, with 18 deaths in 2023 alone, most tied to e-bikes and e-scooters charging inside homes. The city responded with local laws restricting the sale of uncertified devices and batteries, and other cities and housing authorities have followed with their own charging and storage rules.

The pattern in the fatal fires is consistent: the device was charging indoors, often overnight, often near the only exit, often with a battery that was damaged, aftermarket, or paired with the wrong charger.

The certifications that matter

  • UL 2849: electrical systems for e-bikes, covering battery, charger, and drive system together
  • UL 2272: personal e-mobility devices such as e-scooters and hoverboards
  • UL 2271: batteries for light electric vehicle applications

A certified device is not fireproof. It is a device whose battery management system has been tested to shut down before thermal runaway under foreseeable misuse. Uncertified and counterfeit batteries, and replacement batteries bought online for a device they were not designed for, are where the fatal fires concentrate.

  1. Not in corridors. A bike charging in a hallway blocks egress on a normal day and becomes a fire in the egress path on a bad one
  2. Never by the exit. The single most consistent factor in fatal e-bike fires is the device sitting between the residents and the door
  3. A designated charging area, if you allow charging at all. Ground floor, separated from egress, with detection, without other combustibles stored alongside. Some properties prohibit indoor charging entirely and provide an exterior or detached charging structure

Rules worth posting

  • Charge only in designated areas, or not inside the building at all
  • Never charge unattended or overnight
  • Use only the manufacturer's charger for that battery
  • Do not charge or store a battery that is damaged, swollen, hot, or smells
  • Do not block doors, corridors, or stairwells with devices, charging or not
  • Certified devices only, marked UL 2849, UL 2272, or UL 2271

Where the code stands

Model fire codes have begun adding provisions specific to powered micromobility charging and storage, and many cities have enacted local rules ahead of the model codes. Where signage fits

A charging policy nobody can see is a rumor. The first time most tenants learn the rule is after the fire, in the incident report, unless it was posted at the entrance, in the mail room, in the bike room, and at the stairwell door. The sign is the policy. It is also the documentation that the policy existed, which matters when the question of who knew what comes up.
