Electric Shock Drowning: What Marinas and Waterfront Owners Need to Post

A hazard most people have never heard of, that kills swimmers who show no injury and leave no evidence.

Electric shock drowning happens when low-level AC current leaks into fresh water from a boat or from dock wiring. The current passes through a swimmer's body, paralyzes muscles, and the person drowns. There is no burn, no mark, and often no witness who understood what happened. Many ESD deaths are recorded as ordinary drownings.

Why fresh water

ESD is overwhelmingly a freshwater problem. Saltwater conducts electricity better than the human body, so current takes the path around a swimmer. Fresh water conducts worse than the body, so current takes the path through it. Lakes, rivers, and freshwater marinas are where this happens.

It takes very little. Currents far below what would trip a household breaker are enough to cause paralysis in water.

Where the current comes from

  • Boats with faulty wiring, damaged shore power cords, or improper grounding, energizing the water around the hull
  • Dock wiring with degraded insulation, corroded connections, or missing ground fault protection
  • Submerged pumps, lifts, and lighting on private docks
  • Neutral-to-ground faults that put current on the dock structure itself

What the code now requires

The National Electrical Code addressed this directly. NEC Article 555 covers marinas, boatyards, and docking facilities, and recent editions added two things that matter here:

Ground fault protection. Feeders and branch circuits supplying docks and marinas require ground fault protection with a low trip threshold, so leakage current is interrupted before it reaches dangerous levels.

Mandatory signage. NEC 555.10 requires permanent safety signs at marinas, boatyards, and docking facilities giving notice of the electrical shock hazard. The code specifies the wording: WARNING, POTENTIAL SHOCK HAZARD, ELECTRICAL CURRENTS MAY BE PRESENT IN THE WATER. Signs must be posted so they are visible from all approaches to the water.

Which NEC edition your jurisdiction has adopted determines whether this is enforced where you are. Many marinas built before these provisions have no ground fault protection and no signage, and no obligation to retrofit until inspected or modified. That is exactly the gap.

What to do about it

  • Post the water. At every approach: gangways, ramps, swim platforms, private docks with shore power. The sign is a warning and a policy in one
  • Prohibit swimming near docks with power. Most marinas already do this. Most swimmers do not know why
  • Test for leakage. Clamp meters on shore power cords and dock feeders find faults before the water does. Some marinas test every boat at arrival
  • Install ground fault protection on dock circuits if it is not already there, regardless of whether the local code edition requires it yet
  • Train staff on rescue. Do not enter the water. Cut the power, throw a flotation device, and get the person out from the dock or a boat. A rescuer who jumps in becomes the second victim

Where signage fits

ESD is a hazard defined by what the victim does not know. The current is invisible, the water looks normal, and the risk is highest among children swimming near a family dock. A permanent aluminum sign at the water's edge is the entire control for a swimmer who has never heard the term. Aluminum matters here for a practical reason: this sign lives on a piling or a gangway rail, in spray and sun, for years.
